No, it isn't a hack theme. It's a theme that was made by someone who likes the custom March-33rd custom firmware.

It works with any PSP, hacked or not.

for some reson i try to set this as my theme and is comes up with a "broken" square looking thing and my psp can only read .ptf 's and not .rar 's

does anyone know how to change that?????

The .rar is just a compression you have to extract the file with WINrar.

PTF themes are 100% safe. That screenshot is what the theme originally looked like, it has been converted to PTF and now looks completely different on PSPs.
