Place theme.p3t file in X:/PSP/THEME/ folder and select theme from XMB->Settings->Themes
X is your psp USB or PSP media card
Or Download Only theme file directly from your PSP internet browser.

my first theme could'nt get fireworks 8 so icons are in TGA format thats why there edgey and i lost my image converter so the preview icon is weird and the preview image or the iamge you see on this site is'nt like the theme overall ok.
