How to install theme:
Place theme.p3t file in X:/PSP/THEME/ folder and select theme from XMB->Settings->Themes
X is your psp USB or PSP media card
Or Download Only theme file directly from your PSP internet browser.

Apparently, my sony custom xmb installer was having some scripting issues. there was a wallpaper tab, but it would not attach the file. Found a new version, and since the file is 500kb large, it includes the picture. Sorry again everyone.
