Place theme.p3t file in X:/PSP/THEME/ folder and select theme from XMB->Settings->Themes
X is your psp USB or PSP media card
Or Download Only theme file directly from your PSP internet browser.

i dont know which file is the best one since i had 3, but im guessing its this one. Either way, none of them are good. So this is my third theme....and its not quite amazing.
Check out my first one and my second one. They're not the best, but oh well.
