this is how you do it.

On your PSP memeory stick..

first you go to the folder called 'PSP'
then inside that folder create a new folder called 'THEMES' I would use all caps.
Then just download or drag the downloaded file into it.

kind of like the "neon" theme

p.s.
if you don't know how to put themes on a psp, i would suggest you leave from under your rock
if you don't have a memory stick (at least 512MB) you should die a SLOW, PAINFUL death.
